PMP Series: Legal Issues and Controlled Substance Prescribing: How to Make It Work for ME
This webinar will build upon previous webinars on the topics of legal and regulatory requirements for controlled substance prescribing in Maine. In addition, ways to approach the prescribing of controlled substances from an office and organization level will be discussed. Time will be available to ask questions and offer up best practices.
Objectives
- Understand the “Mandatory Use” and “Higher-Risk Prescriber” monitoring being done by the PMP
- Review Maine laws and rules related to opioid and other controlled substance prescribing
- Compare “Universal Precautions” policies and workflows intended to maximize patient safety and minimize prescriber risk

He is a member of the Health Law Section of the Maine State Bar Association, and of the American Health Law Association. Since 2007, he has been listed in The Best Lawyers in America under the category of “Health Care Law,” and he was named Augusta, Maine’s “Lawyer of the Year” for health care law for both 2016 and 2019. Mr. Townsend is a graduate of Harvard College and the University of Maine School of Law. Following his graduation from law school, he clerked for Justice Samuel W. Collins, Jr., of the Supreme Judicial Court of Maine, and then practiced at Pierce Atwood before leaving to help start Kozak & Gayer. He is admitted to practice in Maine, New Hampshire, and Vermont, and in federal courts.

Elisabeth Fowlie MockMDDr. Mock received her doctorate from Vanderbilt Medical School and a Master of Public Health in Health Policy and Administration from UNC-Chapel Hill. She also attended Colby College and Emory University. She is Board Certified in Family Medicine and Addiction Medicine. She works primarily as a clinical educator and consultant with per diem hospitalist and buprenorphine clinic shifts and is Maine PMP Clinical and Policy Advisor for Maine’s Office of Behavioral Health.
